Abstract
This study aims to: 1. To find out and understand whether the implementation of harbor master supervision in the effort of Shipping Security and Safety has been in accordance with Law Number 17 of 2008, 2. To find out and understand the inhibiting factors of Harbor Master supervision in the Framework of Increasing Security and Safety The location of the study was conducted at the Port of Nusantara Kendari and the data sources used in this study were data obtained by the author, both primary and secondary data, the author used a type of normative legal research that attempted to provide a detailed description based on the facts found in the field regarding harbor master supervision in an effort to Realize the safety, security, and order of passengers at the port of Nusantara Based on the research method that has been stated above, the information data obtained will be grouped and separated according to its type and analyzed qualitatively and conclusions drawn. That the implementation of harbor master supervision in the effort of passenger ship safety at the Port of Nusantara Kendari has not been maximized, because there are still passengers who still complain in terms of passenger safety, security and order at the port of Nusantara Kendari, where in terms of sailing security there are still passengers who are not orderly by the regulations that have been determined by each passenger, in the order of passengers there are still some who do not have tickets when leaving, incomplete life jackets on the ship. things like this should be the Harbor Master to act to handle the problem. 2. Inhibiting factors in the supervision of the Harbor Master in passenger ship safety efforts are caused by weak supervision carried out by officers who are not strict and do not understand their positions and responsibilities so that the level of violations committed by certain individuals is increasing. and lack of socialization of rights and responsibilities to service users.
