FAKTOR PENYEBAB TERJADINYA TINDAK PIDANA YANG DILAKUKAN OLEH ANAK SEBAGAI PENGEMIS (Studi Kasus di Kota Kendari)
Abstract
This study aims to determine and analyze the factors that cause many criminal acts committed by children as beggars in Kendari City and to determine and analyze the efforts made by the Government in overcoming criminal acts committed by children as beggars in Kendari City. This study was conducted in Kendari City, precisely at the Kendari City Social Service Office, by conducting interviews and obtaining data related to the problem. In the author's writing, interviews were conducted by asking questions that were relevant to the topic being proposed. The second approach is to describe descriptively the various interview results and then analyze the data and take photo documentation. The results of this study indicate that the Causal Factors for Criminal Acts Committed by Children as Beggars in Kendari City are push factors and pull factors triggered by socio-economic factors, environmental factors that force children to work on the streets (Exploitation) and the lack of government attention in dealing with existing beggars. And the Role of the Social Service in handling beggars in accordance with Regional Regulation No. 09 of 2014 states that every street child, vagrant, beggar and busker has the right to receive education and training in the context of personal development according to their level of intelligence, interests and talents. The author's implication in the study is expected that the Kendari City Social Service will be responsible for its role as the City government in handling existing social problems, especially the problem of beggars, in order to pay more attention not only to conduct data collection and provide direction. But in order to be able to emphasize again the sanctions given so that the handling of beggar control can be directed properly in accordance with the existing Kendari City Regional Government Regulation No. 09 of 2014.
