Abstract

The purpose of this research is: (1) To find out what factors cause fraud crimes using the lottery coupon method. (2) To find out what efforts can be made to overcome fraud crimes using the lottery coupon method. The research chosen by the author took place at the Konawe Police. The research location was chosen considering that the Police have data on fraud crimes using the lottery coupon method. The results of the study are: (1) Factors that cause fraud crimes using the lottery coupon method include: a. Economic factors, b. Environmental factors c. Socio-cultural factors, d. Factors that make it easy to commit crimes using the lottery coupon method. e. minimal risk of being caught by the authorities (2) Efforts made to reduce the number of fraud crimes using the lottery coupon method include (a) Efforts to take action and apply punishment to the perpetrators. Efforts to take action carried out by the police are by conducting preliminary examinations of victims of fraud crimes using the lottery coupon method, trying to obtain evidence and pursuing the perpetrators. After being caught, the perpetrator will go through stages of examination at the police station and then be transferred to the Konawe district court to be sentenced according to the perpetrator's actions. (b) Guidance efforts by the Correctional Institution, the head of the guidance division of the Konawe Class I Correctional Institution (interview on Tuesday, November 26, 2015) stated that there are several forms of guidance given to inmates (prisoners) while serving their sentence at the Konawe Regency Class I Correctional Institution, including: spiritual guidance, physical guidance and skills guidance.
