TINJAUAN YURIDIS TENTANG TINDAK PIDANA NARKOTIKA DAN OBAT-OBATAN TERLARANG (NARKOBA) DALAM RUMAH TAHANAN NEGARA KENDARI (Suatu Studi di RUTAN Kelas II/A Kendari)

Abstract

The objectives of the study were: 1). To determine the factors causing the abuse of narcotics and illegal drugs (Narkoba) in Kendari Detention Center. 2). To determine efforts to overcome the abuse of narcotics and illegal drugs (Narkoba) in Kendari Detention Center. This study was conducted in Kendari City, precisely in Kendari Detention Center using the type of research, namely empirical normative. The data collection methods used were document studies, field surveys and interviews using qualitative descriptive analysis. Based on the results of the study, it can be seen: 1. The factors causing the abuse of narcotics and illegal drugs (Narkoba) in Kendari Detention Center are generally because these substances promise something that gives a sense of pleasure, comfort, pleasure and tranquility, although it is actually felt illusory, while the abuse is caused by several factors, including: a). Social environment; b). Frustration; c). Economic pressure; d). Family, school, and work environment. 2. Efforts to overcome the occurrence of narcotics and illegal drug abuse in Kendari Prison are not limited only to the severity of the sentence imposed by the panel of judges or the length of a prisoner's sentence, but also depend greatly on the facilities and supporting facilities in a State Prison or Correctional Institution. Prevention efforts carried out by the BNN are: a). Prospective regional leaders who will be participants in the second round of the 2017 regional elections, all candidates will take a test related to drug use or a drug abuse check test, there should be no officials or regional leaders involved and using drugs, because the impact of drugs is very bad. b). Active socialization related to the impact of drugs in schools and universities, especially in Kendari City.
