PERANAN PROPAM DALAM PENEGAKAN KODE ETIK PROFESI POLISI (Suatu Studi di Propam Polda Sultra)
Abstract
Research objectives 1) To determine the role of Propam in enforcing the Indonesian National Police Code of Ethics based on Article 17 of Regulation Number 14 of 2011 concerning the Indonesian National Police Code of Professional Ethics in the Southeast Sulawesi Regional Police 2) To determine the supervision of the implementation of the personnel rehabilitation decision given by Propam to members of the Indonesian National Police who violate the Code of Ethics in the Southeast Sulawesi Regional Police. The research was carried out in carrying out the research process for the author to conduct or focus the research in the jurisdiction of the Konda Police, South Konawe Regency. Research Results 1. Implementation of code of ethics enforcement based on Article 17 of Regulation Number 14 of 2011 in the Southeast Sulawesi Regional Police by explaining that in Propam, enforcement in violation of the code of ethics refers to the legal basis, all regulations implemented by Propam both in supervision, service, and in prosecuting members who commit violations/have problems based on the law. In Polda Sultra, especially in Propam, the legal basis used by Propam includes Perkap Number 14 of 2011 concerning the Code of Ethics, PP Number 1 of 2003 concerning Dishonorable Dismissal of Members, PP Number 2 of 2002 concerning Police Discipline, PP Number 3 of 2003 concerning General Justice for Polri Members, all of which are the legal basis for Propam in implementing regulations against our problematic members. (2.) Supervision of the implementation of personnel rehabilitation decisions given by Propam to Polri members who violate the code of ethics in Polda Sultra is based on Perkap Number 14 of 2011 as has been done and implemented from the supervision of action must be based on Perkap. If in this case it is not based on Perkap, of course it will be a loophole for violators to defend / resist and it will come back to us as Propam seem unprofessional in enforcing the code of ethics for our members and all of our actions, be it supervision / action, are all based on Perkap Number 14 of 2011.
