Abstract

The purpose of this study is to find out about 1) The Role of Community Police (Polmas) in Realizing the Security and Public Order System; 2). Supporting and inhibiting factors of the Role of Community Police (Polmas) in Realizing the Security and Public Order System. This study uses a qualitative approach. In the view of qualitative research, the symptoms are holistic (comprehensive, cannot be separated), so that qualitative researchers will not determine their research only based on research variables, but the entire social situation studied which includes aspects of place, actors and activities that interact synergistically. The results of the study obtained that the Role of Community Police as measured by the partnership aspect, namely, the structure and function of police institutions has been effective in encouraging independence in playing a role, can be observed from the institutional approach, namely by establishing links between organizational structures; the accountability aspect, namely involving the community in planning and implementing security programs. The police have worked with residents to identify and resolve local security problems; the aspect of participation that is seen as a willingness to interact, the creation of a broad space to produce innovative agreements that are carried out together with the community, this aspect is also more active in the community; the personal relationship aspect is effective by involving the community in the decision-making process related to security policies through public consultation or discussion forums; the proactive aspect shows that the community is not merely an object but rather a subject who determines how to manage their own efforts to create a safe and orderly environment; the orientation aspect is that this role prioritizes the concept of dialogue and interaction that is full of human nuances; and the intensive communication aspect is the connectedness of this role as part of the community and seeks to understand and respond to local needs in an appropriate manner.
