PARTISIPASI PUBLIK TERHADAP PEMBENTUKAN PERATURAN DAERAH DI DPRD KONAWE SELATAN
Abstract
This study aims to determine and analyze the factors causing fights between residents in Kendari City and to determine and analyze important efforts made by the authorities, especially the Kendari Police together with local residents to avoid fights between residents in Kendari City due to the influence of alcohol. The type of research carried out is field research, namely researchers go directly to the research location to collect data by conducting interviews with authorities and the community, in addition, this study also uses a library research method, namely reviewing various reading materials / books related to the title of the study. The results achieved in this study indicate that the factors causing fights between residents in the Kendari Police Area are the influence of alcohol which causes offense between group members, misunderstandings, revenge and a sense of solidarity. In the effort to overcome the occurrence of fights between residents in Kambu Village, among others: 1) Pre-emptive efforts, namely prevention efforts carried out to prevent crime from the beginning or as early as possible, which are psychological / moral in nature, inviting and appealing to community members to always obey and comply with the rules / norms that apply in society. 2) Preventive efforts are efforts made with the aim of preventing the emergence of crime by controlling and supervising actions, and creating a conducive atmosphere so that crime does not develop in the community. 3) Repressive efforts, namely efforts made after the occurrence of a crime of fighting between residents by summoning, examining, prosecuting and trying community members involved in every fight between residents, all of which aim to eradicate crime and / or violence such as fighting, assault by giving punishment so that perpetrators of crimes can be deterred and not repeat the same crime.
