Abstract

This study aims to determine and analyze government efforts to handle criminal acts committed by people with mental disorders (ODGJ) and analyze the factors that become obstacles in handling criminal acts committed by people with mental disorders (ODGJ). The research conducted was field research, namely researchers went directly to the research location to collect data by conducting interviews with authorities and the community, in addition, this study also used a library research method, namely reviewing various reading materials / books related to the title of the research in question. The results of the study conducted by the author found the fact that ODGJ can be released from criminal penalties if it is proven that at the time of committing a crime they were unable to be responsible for their actions due to mental disorders. This assessment is carried out by mental health experts and considers various relevant factors. Handling ODGJ in Kendari City requires commitment and cooperation from various parties. With ongoing efforts, it is hoped that ODGJ in Kendari City can live independently and with dignity.
