Abstract
The objectives of the study were: 1). To determine the factors that cause corruption 2). To determine the guidance of recidivist prisoners of corruption crimes based on statutory provisions. This study was conducted in Kendari City, precisely at the Kendari Class II Bapas Office using the type of research, namely normative empirical. The data collection method used was document study, field surveys and interviews using qualitative descriptive analysis. Based on the results of the study, it can be seen: 1. Factors that cause corruption, namely a. From the internal aspect a). The nature of always feeling lacking, then a sense of greed or greed can arise. b). Weak morals, someone who has weak morals tends to be easily tempted to commit corruption, this temptation and pressure can arise from superiors, peers, subordinates, or other parties that provide loopholes for corruption. c). Insufficient income d). Urgent living needs, in urgent situations related to the economy, can open up space for someone to take shortcuts, both good and bad. e). Consumptive lifestyle, consumptive behavior risks opening up loopholes for corruption in order to meet living needs if not balanced with adequate income. f). Lazy or unwilling to work b. Factors causing corruption from the organizational aspect. a). Lack of exemplary leadership attitude b). No proper organizational culture. c). Lack of proper accountability system. d). Weaknesses in the management control system. e). Management tends to cover up corruption from within the organization. c. Factors causing corruption from the place aspect a). Values in society allow corruption. b). Society is less aware that they are victims of corruption. c). Society is less aware that they are involved in corruption d). Society is less aware that corruption can be prevented and eradicated.
